Despite the contrary reports, X is claiming that they are seeing an increase in user growth on a monthly basis. Here is a look at the data shared by X.
According to X, the platform is seeing an increase in its monthly active users.
So, it means that despite some contradictory reports, X is seeing some real progress.

However, the company has not released the daily active users this quarter. Last time when they released this nugget of information, they were at 250 million daily active users.
So, we can assume that there is no increase in daily active users or they would have proudly presented that data as well.
But there is a significant increase in the monthly active users from the last year. That is pretty great for a platform that is reported to be stagnant for quite a while now.
